Town approves funding for two summer infrastructure projects

There will be plenty of productive noise on the streets of Battleford this summer when crews start a number of big projects.

The 22nd St. sidewalk replacement, east of First Ave. W., will likely get underway in July, while the Second Ave. project for curb, gutter and asphalt replacement, between 30 St. and 35 St. is slated for August for the surface work.

Council agreed to award the 22nd St. sidewalk project to Twin River Concrete, for a total cost not exceeding $100,000.

Battleford firm Twin River Concrete had the second lowest of five bids at $77,277 – plus PST, engineering fees, and any potential contingencies cost.

“The town works dept. will be removing the existing sidewalk first,” CAO John Enns-Wind said, following the meeting. “We’re doing that because it reduces costs considerably.”

For the Second Ave. curb and asphalt project, for the surface work, council agreed to award the project to North Battleford company K&S Asphalt Service Ltd., the second lowest bidder, since the price was still under budget and the firm was able to start work earlier.

Enns-Wind said the cost difference between the lowest and second lowest bids received wasn’t significant. He added by choosing the local firm the town would have more convenient access in case it had any concerns.

The lowest of three bids received was from ASL Paving Ltd. at $291,982, with a September start date. When factoring in PST, engineering costs and any contingencies, that total was estimated at $382,496.

The second lowest bid was from K&S Asphalt Service Ltd. at $300,445, with an August start time. With PST, engineering fees and any contingency costs the total was about $419,391 estimated.

While the engineering consultant recommended the lowest bidder, the town chose the second lowest bidder which can start work earlier in the summer, an important factor.

The surface work will be done after crews complete the underground repairs first, which runs from around the middle of June to the end of July, the CAO confirmed.
