ASL Paving Ltd. awarded Meadow Lake 2021 paving contract

After evaluating five proposals from companies vying for the City’s paving projects, Meadow Lake City Council has agreed to award ASL Paving Ltd. with the paving contract for 2021.

Of the five participating bidders, ASL offered the lowest price for the work at $1,518,860 for the year. In their proposal, ASL Paving Ltd. quoted the timeframe for the projects to be completed within 65 work days.

By awarding the contract to ASL, the city falls well within their 2021 paving budget currently set at $1,906,000. After PST and engineering costs associated with the work have been calculated, any additional remaining money could be used for further enhancements pending a decision from council.

The next closest bid came from G&C Asphalt Ltd. would hypothetically see all paving work completed 15 days earlier than ASL, but would tack on nearly $12,500 onto the current price tag. G&C also has experience working for the city from previous years while this is ASL’s first contract with the city.

City manager Diana Burton explains while the City has worked with G&C in the past, the decision to move forward with ASL came down to the difference in cost for the work.

“We mostly considered the price,” Burton said. “We do give some consideration to the number of days that they’ll be working, but realistically, the low bid, unless you do a completely different process other than a true tendering, usually wins it as long as they’re qualified to do the work. They met all of the qualifications of the tender, and we went with the low bid.”

Paving projects in the city will be announced to the public as more details become finalized.
