Leashed animals let off the hook in city bicycle bylaw

A change is being made to recent updates to the city of Prince Albert’s bicycle regulations following feedback from the public.

Leashed animals on bikes is being removed from the bylaw , meaning dog owners can still go for a ride with their animal in tow.

“I think we heard the public loud and clear, many thought it was already approved, thankfully it was not, but it needs to be removed,” Coun. Blake Edwards said at the council meeting on Monday. “Anytime we can get people out in this day and age I think is a positive thing in our community.

“Maybe other cities have it [ban on leashed dogs], we do not need this to be a part of the bylaw.”

During the discussion, the size of Prince Albert was brought up suggesting the city is not big enough to have this in the bylaw.

“I would like to think we’re still small enough and community minded enough,” Coun. Ted Zurakowski said. “I know the big cities do that, but here in Prince Albert I think we will be better served to have it removed,” he said, suggesting cyclists with their dogs on a leash would know after their first outing if it made sense to do it again.

While there was some discussion if bells on bikes should be a part of the bylaw, it was decided they should stay because of the safety they provide.

“That consistency in the bell is important,” Coun. Ted Zurakowski said. “That has probably saved somebody’s life a couple times. I can see the safety value of the bell.”

“It is about teaching and proper etiquette on the trail,” Coun. Dawn Kilmer said during the discussion. “I do not want to be surprised on the trail, by people who use bicycles and do not have the bell and do not bother to say they are coming up ‘on your left’.

“I have had the pleasure of people who do use proper etiquette, and does not jar me.”

Mayor Greg Dionne said bicycle bells were well used in other cities.

“You go to Saskatoon, you hear a bell. You go to Regina, you hear a bell,” Dionne said. “The bell is the signal.”
