New Air Ronge bylaw restricting all-terrain vehicles being drafted after complaints

Air Ronge council has decided to move ahead with drafting a new bylaw targeting operators of all-terrain vehicles (ATV).

Discussion of creating the bylaw began at a regular council meeting last week after complaints were received about the unsafe operation of ATVs in the village. Residents have also had concerns about the lack of protective gear worn by riders and the excessive amount of noise being made.

“Council doesn’t want to stop people from using their vehicles much the same way as the snowmobile bylaw,” Administrator Gavin Willins said. “The draft, which will still have to be approved, will be looking at it’s OK to move from A to B as long as you’re going at a cautious, conscientious manner, taking into account the laws of the road and not creating a nuisance in doing so.”

The ATV bylaw will specifically target dirt bikes, trikes, quads and any other off-road utility vehicles. Willins noted the biggest concern are ATVs that are unregistered.

WIllins explained the new bylaw will run parallel to the bylaw already in force to control snowmobiles. That bylaw states snowmobiles are prohibited from being in parks, as well as operate between the hours of 10 p.m. to 8 a.m. Snowmobiles also aren’t permitted to exceed 20 kilometres per hour and those who contravene the bylaw could pay a fine between $100 and $1,000.

“That will be the part that’s going to need the most input from council in the draft,” Willins said about contravening the potential ATV bylaw. “The bylaw would enable RCMP to enforce this, although I believe they already are under the Traffic Safety Act in some regard, but this will speak more to the specifics of it. As with any bylaw, generally there are fines involved. That will remain to be seen with what’s adopted in the end.”
