P.A. council to vote on four per cent mill rate hike on Monday

Homeowners in Prince Albert will look at a four per cent increase in their property tax rate after council votes on Monday.

Staff will present the 2024 tax bylaws with further increases on other tax measures at its council meeting on Monday.

The snow management special tax will rise by $3 at $75 per property. Another $5 increase will be added to the base tax, sitting at $45.

As required by law with specific taxes, the snow management tax will be used for snow management.

However, the base tax can be allocated more broadly and will help pay for operations, increased costs of providing emergency services and increases in salaries for all city employees.

In 2023, CUPE 881 signed a collective agreement for an 11.5 per cent increase and council will also vote on Monday whether to accept the proposed agreement for CUPE 160, which represents outside workers. They will get a similar increase.

A change is also coming to the Roadways Special Tax. Last year, council approved an increase in the road tax to pay for $300,000 for improvements to sidewalks, curbs and medians.

This year, all commercial tiers will get a 9.5 per cent reduction in their road tax.

Once passed, the city said the combination of the various taxes will earn them the $2.55 million they need to pay for their chosen projects this year. That is significantly less than the $4.4 million first proposed by administration.

The 2024 tax tools include a proposed one-time abatement program for qualified commercial businesses. Commercial properties that have an increase over 10 per cent or higher on this year’s property taxes that is more than $1,000 will get a reduction.

The reduction will be one-half of the municipal portion of the tax bill.

The province announced several weeks ago that the education portion of tax bills will be the same as last year.

The next revaluation year from SAMA, the provincial assessment body, is 2025.
