Hatchet-wielding gang member receives four months jail after threatening casino security guards

Less than two weeks after being deemed a high risk to re-offend, a man was found in Prince Albert and while brandishing a hatchet, made it well known to security guards at a local business he was affiliated with a street gang, yelling out its name.

Those were among the facts read Wednesday morning at Prince Albert Provincial Court when 37-year-old Lance Matthew Regan appeared by video for sentencing.

In relation to the events that occurred on Jan. 4, guilty pleas were entered to possession of a knife for a dangerous purpose and breach of recognizance. A charge related to a simple drug possession was withdrawn.

According to facts read by Crown prosecutor Doug Howell, the incident occurred in the late evening hours at 44 Marquis Drive (Northern Lights Casino).

Police were called and located Regan soon after walking through the parking near the Day’s Inn, towards the Shell gas station. After ignoring repeated requests to stop, Regan was eventually placed in handcuffs.

The edged weapon was located under a vehicle parked at the nearby casino. Security camera footage provided to police showed Regan had tossed it.

As per Regan’s criminal record, there’s over 40 entries and includes multiple convictions related to violence, robbery, and breaching court orders.

In 2011, he received a 10-year sentence, which had to do with a number of violent incidents at the Manville Bay apartment block on Nov. 3, 2008, and left five people hospitalized.

The risk to re-offend hearing was held in Saskatoon on Dec. 23, 2024 and the conditions imposed after included a curfew (11p.m. to 7a.m.), reporting to a probation officer, and not having possession of any weapons.

Regan’s lawyer explained he knows he made a mistake, was intoxicated and now just wants to accept responsibility for his actions and move on.

With credit for time spent in remand, he has less than 100 days to serve.
