City council to discuss downtown incentives, new arena plans, roadwork upgrades

The City of North Battleford council will discuss a downtown tax incentive program, plans for a new regional arena, and a major infrastructure contract, along with other matters, at its meeting tonight in the Don Ross Centre Council Chamber.

Revitalizing downtown with incentives

Council will consider a new Downtown Revitalization Incentive Policy, which would offer property tax breaks for up to five years on the cost of eligible building improvements. The proposed policy is intended to attract business investment and development in the downtown core.

The program would require property owners to complete their projects before receiving the incentive and submit receipts to the city. The initiative is expected to reduce tax revenues in the short term, but officials say it could increase property values and future tax revenue.

Regional arena talks continue

Council will also review a memorandum of understanding on a proposed regional arena and event centre. The city has been in talks with neighbouring municipalities and First Nations about replacing the aging Access Centre Arena.

If approved, the agreement would formalize a partnership to explore the project. A meeting with Nustadia Recreation consultants is planned for March 31, where communities that sign the memorandum would be able to question the consultants.

Roadwork upgrades moving forward

Council is also expected to award a contract for underground utility and roadwork on 110th Street, from Railway Avenue to the mid-900 block. The city received two bids, with Unicon Construction Ltd. submitting the lowest bid at $2.2 million.

The work is set to begin in March with tree removals, followed by deep utility work in May and paving through the summer. The project is part of the city’s $4.5-million roadwork plan for 2025, with an estimated $3 million allocated specifically for the 110th Street project.
