City council to weigh funding change, safety upgrades and new development

The City of North Battleford council will meet tonight to discuss a series of community-focused items, including a revised donation schedule for a new spray park, a proposed funeral home, and growing concerns about school zone safety.

Spray park funding

The Rotary Club of the Battlefords is requesting changes to how it will deliver a $200,000 donation to the city for the construction of a spray park at Connaught Elementary School. Instead of providing the full amount in 2025, the club proposes to contribute $150,000 this year and the remaining $50,000 by the end of 2026.

City administration is recommending council approve an interest-free advance from capital reserves to allow construction to proceed as planned in 2025.

School zone traffic concerns

Also on the agenda is a letter from the North Battleford Early Learning Centre calling for immediate traffic safety improvements on 19th Avenue.

The centre reports frequent near-misses involving children, including one incident where a driver mounted the sidewalk to pass a stopped school bus.

The letter urges the city to apply for provincial funding for speed cameras and recommends additional safety measures, including clearer signage, tree trimming, new stop signs and speed bumps near schools and daycares.

Discretionary use application

Council will also review a development application to convert a building at 792 108th Street into a funeral home.

The building is located in a light industrial zone, where funeral homes are considered a discretionary use. The main issue involves a wheelchair ramp built in 2020 that encroaches slightly onto the city’s road right-of-way.

Administration is recommending the encroachment be approved and the landscaping requirement be waived, allowing the project to proceed with conditions.

Public safety report

Council will also receive the 2024 report from the Citizens on Patrol Program, which highlights strong volunteer participation, new partnerships with community safety officers and record patrol coverage in the first quarter of this year.

Lindsay Holm, director of protective services and fire chief, will present updated statistics from the fire department and the Community Safety Officers (CSOs).
