North Battleford eyes zoning bylaw changes to attract more business activity

The City of North Battleford is looking to ease restrictions on how land can be used across several zoning districts in an effort to spur economic development.

A draft bylaw, officially titled Bylaw No. 2176, is being considered to amend the city’s current Zoning Bylaw 1971. If passed, it would broaden the range of allowable land uses in commercial, mixed-use and light industrial zones.

The proposed changes would add dozens of new permitted or discretionary uses, including allowing major offices, financial institutions and apartments in more areas of the city than currently allowed. Several business types—such as pawn shops, second-hand stores and pet care services—would also be redefined or more clearly regulated.

City administration says the goal is to remove “unnecessary barriers” that have led to multiple business proposals being turned down in recent years due to zoning compliance issues.

“Businesses have asked that the allowable uses be expanded in Commercial and Light Industrial Districts,” the city stated in its notice issued Thursday. “Proposed amendments would introduce greater flexibility within multiple zoning districts to accommodate a wider range of land uses.”

If adopted, the bylaw would affect all properties zoned C1 (Downtown Commercial), C3 (Arterial Commercial), C3A (Large Lot Arterial Commercial), C4 (Regional Commercial), MU (Mixed Use), and M1 (Light Industrial).

Before passing the new bylaw, a public engagement session is scheduled for 6 p.m. on May 12 at the Don Ross Council Chamber, just ahead of the regular council meeting.

Those wishing to present and provide input must register or submit written comments by May 7 at 4:30 p.m. to the city clerk’s office.
