Woman says brother shot after tenant eviction went bad

A Prince Albert man who was shot in the throat and left paralyzed, was in the process of trying to remove a bad tenant.

That’s according to the victim’s sister, who told paNOW he remains in hospital in critical condition.

“My brother was a good guy and always tried to help people,” said Peggy Epp.

The shooting incident occurred on the evening of June 4. At approximately 6:45 p.m, police responded to a house in the 1900 block of 14th Street West. Initial information stated a man was shot.

Officers began to render aid to the victim before Parkland Ambulance arrived on scene and transported the 57-year-old to hospital with serious injuries.

Through their investigation, officers learned the suspect fled the scene on a bike and has not yet been located.

Epp believes the suspect is connected to a woman who, since late March, had been living in one of her brother’s rental suites.

Despite an agreement that the woman pay rent and the landlord would take care of utilities, the rent went unpaid and the next month, Epp said the family went to the Office of Residential Tenancies (Rentalsman) to begin the eviction process.

“My sister and I have 30 years government work experience, we’re not stupid, [but] that was such a difficult process to navigate,” she said.

Despite relaying concerns to the Rentalsman about the tenant’s dangerous nature, drugs left in the suite, and suspected gang activity, Epp said none of it appeared to matter and they were only told they had to fill out papers which took about two weeks.

On the morning of June 4, the landlord, accompanied by a sheriff who assists in evictions, went to the house to remove the tenant. Epp was also there and overheard the sheriff say the woman could come back at 4 p.m. and collect her pets.

“I said why would you let her come back? Like, no,” Epp said. “This has been a long battle.”

The tenant left briefly, but returned late in the afternoon. By that time, Epp said her brother had returned to change the locks and called police for help.

“After they left she came back and told him ‘I’m gonna kill you,'” Epp said, noting her brother had called her right after that initial threat happened.

“And a half hour later he was shot.”

“We didn’t get a chance to call police because we didn’t think she’d come back. It was broad daylight,” Epp said adding her brother did everything by the book to evict the tenant.

According to a statement provided by the Prince Albert Police Service, officers responded to a residence in the 1900 block of 14th Street West earlier that night for a call for service regarding a disturbance.

“Police attended and the unwanted person left the property voluntarily.”

Since the suspect fled on a bike, no charges have been laid.

Epp said they have not been able to locate the tenant since the incident.

At this point Epp does not know the extent of her brother’s paralysis or even if he will survive.
