Industrial space in North Battleford cleared for partial church use

A North Battleford church will soon have more space to gather after city council approved plans to convert part of an industrial building into a place of worship.

At Monday’s meeting, councillors backed a discretionary use application for Jesus Is Lord Church to expand into about 3,000 square feet of a building at 11152 Eighth Avenue. The rest of the 6,000-square-foot structure will remain industrial, continuing its use as an electric motor repair shop.

Planning staff told council the project met all zoning and development standards, including landscaping, setbacks and parking. A notice was circulated to nearby property owners in July, but no comments or objections were received before deadline.

The site provides at least 22 parking stalls — more than the 14 required by bylaw for a church of 80 seats.

The church has until August 2026 to begin using the space, or the permit will expire. It must also submit detailed building plans before starting any renovations, including drawings for signage and interior work to meet building code standards.

The discussion briefly turned to tax implications. Councillors asked whether a leased space would still qualify for a property tax exemption if used for religious purposes.

Finance director Margarita Pena told council that as long as it’s used by registered places of worship it would be tax exempt.

“I will clarify with our expert to make sure that we’re taxing properly,” she noted.

City manager Randy Patrick added exemptions are typically applied once the site is permanently used as a church.

Administration said the project reflects the city’s strategy of encouraging private investment in redevelopment, particularly in infill areas.

“Promoting development in infill areas can contribute to overall community growth and support continuity within the community,” the report stated.
