More details out about how city contract zone for shelter will work

More light has been shed on the details of a deal that will happen between the City of Prince Albert and the Saskatchewan Housing Corp. to operate an emergency homeless shelter.

The draft agreement that goes to council on Monday will see the city provide land for the shelter at the City Works yard on Exhibition Drive, but exert some control through contract zoning.

Under the deal, the land provided can only be used for a 45-bed emergency shelter and can’t be expanded, redeveloped or altered without the city’s permission.

The shelter operator will be required to mitigate any nuisance specific to the land and its use so that it doesn’t unreasonably impact surrounding residential neighbourhoods, public parks and spaces and commercial services.

The contract zone for one acre of land will change from Small Lot Light Industrial to Institutional to allow for the shelter to be put in place.

However, according to the contract, if the agreement is terminated, the land will revert to its previous zoning.

Services that are listed include 24-hour accommodation, three meals per day that meet Canada’s dietary guidelines, housing-focused planning and client-centred support.

Shelter staff will help connect clients to resources like social or affordable housing, federal and provincial incoming support and referrals to addiction and recovery services, cultural and spiritual support, employment services, health care and help getting ID.

When requested, the shelter operator must allow a number of officials to inspect, including the Minister of Social Services, public health, city fire, police and code enforcement or the fire commissioner.
