BYLAW AMENDMENT

Meadow Lake drivers face higher penalties for unpaid tickets

Meadow Lake drivers who ignore their parking or traffic tickets will soon see clearer penalties as the city updates its traffic bylaw to make fines easier to enforce in court.

Council adopted Bylaw No. 08/2025 at its Sept. 22 meeting. The amendment creates a new schedule of “specified penalty sums” that applies when a ticket is left unpaid for 30 days and a summons is issued.

At that point, a $60 surcharge is added and the matter becomes eligible to proceed to court.

City manager Amanda Flasch said the changes were about enforcement and transparency.

“The bylaw was modified accordingly to ensure that the tickets that we were issuing could get enforced in court,” she said. “We added a new appendix [10] to the bylaw … better clarity and then better ability to proceed through the court system.”

For residents, the change means it will be easier to understand how much a ticket costs if it is ignored.

For example, parking facing the wrong direction carries a $100 fine, reduced to $50 if paid promptly. But under the new schedule, once a summons is issued the amount rises to $160.

Failing to yield to a pedestrian, not wearing a helmet on an e-scooter, or similar offences would cost $25 at the ticket stage — or $15 if paid early — but increase to $85 once a summons is triggered.

Administration told council the amendment was necessary to provide an updated copy of the traffic bylaw to the court before its next sitting in October.

The bylaw also separates similar offences into their own rows in the penalty schedule for easier reference, and updates numbering for consistency.

The amendment will allow courts, the public and the city’s own bylaw officers to see ticket amounts more clearly and avoid confusion when cases reach court.
