Shoal Lake Cree Nation to break ground on new $5.6-million MiniMall and gas bar

A new $5.6-million MiniMall and gas bar is coming to Shoal Lake Cree Nation.

According to a media release on Tuesday, the development is a major step forward in the Nation’s long-term economic development strategy that promises new jobs, increased revenue, and expanded retail services on reserve.

Planning and feasibility work began in 2022, followed by engineering, environmental and architectural studies, a land designation referendum, a head lease, and a new governance framework to move the development forward.

“This project has been a long time coming, with years of planning to ensure it belongs to our people. It represents progress, opportunity, and essential services right here at home. Shoal Lake Cree Nation understood the importance of having a MiniMall to provide our members and visitors with access to amenities and necessities,” Chief Marcel Head said.

“Millions of dollars leave our community each year for basic needs — this development keeps those funds here, supports our path to self-sufficiency, and creates jobs in business, retail, administration, and trades. It is a proud moment for our Nation, and we look forward to opening the doors in spring 2026.”

The previous Shoal Lake grocery store, once a key commercial hub in the community, served as inspiration for the new facility. Funding support includes a $2-million investment from Indigenous Services Canada, with the balance supported through bridge and loan financing from Peace Hills Trust.

“Recreating a mall has been a dream of mine ever since our first grocery store stood here decades ago. That retail store gave us services, but also something more — pride and a sense of ownership,” stated Charles Whitecap, Community Consultant, Shoal Lake Cree Nation .

“To see this vision come back to life after so much planning and determination fills me with gratitude. This is not only about retail space. It is about strengthening our community, giving the next generation something lasting, and proving that the best is yet to come.”

SEKO Construction has been contracted to lead the build, with Priority Solutions Consulting providing ongoing project support. Construction is expected to be completed in spring 2026.

A groundbreaking ceremony was held on Wednesday at Shoal Lake Cree Nation. Chief Marcel Head, community leadership and members, representatives from Indigenous Services Canada, Peace Hills Trust, SEKO Construction and Priority Solutions Consulting.

“Our team is excited to roll up our sleeves and get to work. This development is not just about pouring concrete. It is about building a future the community can count on. The jobs created during construction will bring immediate benefits, while the retail services will support families for years to come. We know how important this project is, and we are proud to help make it a reality. Step by step, we will deliver a facility that reflects the vision of Shoal Lake Cree Nation,” said Vice President Peter Shoulak, SEKO Construction.
