Alleged cocaine trafficker denied bail

Depending on whether the drugs were sold by the key or by the ounce, the street value of the over three kilograms of cocaine seized by police in Prince Albert could range from $150,000 to $340,000.

Federal Crown Prosecutor Margaret Sproule made the estimate during Janie Farrow’s bail hearing which started on Wednesday at provincial court and concluded on Thursday.

Farrow represents one of three people arrested after a near two month long investigation by the Crime Reduction and the Saskatchewan Trafficking Teams. A fourth suspect remains on the run and there was mention during the hearing of a possible fifth person being involved.

The end result of the investigation was the seizure of nearly three and a half kilograms of cocaine, almost $70,000 in cash, three vehicles, a gun, and various items related to drug trafficking including vacuum sealed bags, scales and a money counter.

Sproule explained the investigation was initiated by information shared by confidential informants. Over the next two months, police conducted surveillance on five people believed to be involved in a mid to high level drug trafficking operation.

Three separate vehicles were observed driving around the city and the occupants would stop for short duration meets. Among the locations where the transactions occurred were the parking lot at South Hill Mall and the parking lot at Cornerstone.

Police also observed one of the vehicles making regular trips to Edmonton, allegedly to pick up more drugs to sell in Prince Albert.

On Nov. 20, search warrants were executed at four separate properties on Johnson Cres, 100 block of 23rd Street East, Dunn Drive and 500 block of 24th Street East.

The house on Dunn Drive is where Farrow and her boyfriend/co-accused Montana Primeau lived.

Police located a black jacket containing 68.2g of cocaine. Another two kilograms of cocaine was found in a bedroom closet and $69,920 cash was found in a dresser drawer in the same room. The money was rolled up into bundles of 20s, 50s and 100s.

There was also $500 found in Farrow’s wallet.

Farrow has no criminal record and her lawyer attempted to argue she had no knowledge of the criminal activity occurring in the house, was never seen making any transactions, and had very little if any involvement in the operation.

“She’s mortified at being arrested,” he said.

Sproule, in turn, reiterated how much money was found in the dresser of the room where the couple slept, as well as the over two kilograms of cocaine found in the closet.

Sproule also mentioned that while Farrow had not necessarily seen making any transactions, she was observed one day driving Primeau around the city, making a number of short stops.

On Thursday, Farrow was denied bail. Judge Bazin’s comments noted a strong Crown case from surveillance and location of items in her home, and supported Crown comments that drug trafficking is held by the Supreme Court to be a high violence offence.

Farrow, who broke down in tears during the hearing, was supported in the courtroom by a number of family members.

Both she and Primeau return to court Dec, 3. Jordan McDonald’s next court appearance is on Dec. 5. Evan Halkett remains on bench warrant status.
