Carrot River completing two-year construction project on Third Avenue

A sewer and water replacement project that began in 2015 is nearly complete.

Traffic on Third Ave. E. in the Town of Carrot River is open for the public as of Tuesday, Aug. 27 following a resurfacing project. The project included asphalt paving, sidewalk installation, and repairing driveways affected by a sewer, storm water, and water replacement project in 2018.

Kevin Trew, Carrot River’s administrator, said town staff has been analyzing assets and determined the sewer and water lines on Third Ave. E. were in need of replacement after previous issues with water main breaks.

“We expect the Third Ave. construction to be done this week,” Trew said. “We knew that we needed to do a sewer, water, and storm water replacement project and make sure the ground that had been disturbed had a chance to settle before we resurfaced.”

The construction is part of a two-year, $1.7 million plan that also includes expanding the width of Third Ave. W., adding new sidewalks and undergoing some sewer and water projects there as well. Nearly $250,000 of the cost was covered by the Federal Gas Tax Fund, with the rest covered by municipal reserves and loans.

Trew mentioned most of the improvements are below the surface, although the Town of Carrot River expects sewer, storm water, and water mains to be sufficient for at least 10 years.

Trew mentioned the new sidewalk connector from East to West is a welcomed feature.

“That hasn’t happened before,” he said. “Although some of the sidewalk isn’t new, we are excited there’s new sidewalk for people to walk down. It’s an important part of the Town of Carrot River’s strategic plan to provide walking trails for the general public and visitors.”

While construction is expected to be completed before the week wraps up, Trew wants to remind residents and visitors there’s a resurfacing project nearing completion on First Ave. and paving on Main Street to be done in 2020.
