N.B. approves 2 cannabis store locations

The locations for two future cannabis retail outlets proposed for North Battleford was approved at city hall Monday.

Council authorized discretionary land-use application requests for a cannabis retail outlet at 302 114 St. and for a separate outlet at 104 312 Territorial Drive in North Battleford.

According to the city’s bylaw restrictions, any cannabis retail site must be at least 225 metres away from all schools, playgrounds, libraries and municipal recreation centres. Signage is also restricted and needs to meet certain criteria outlined by the city.

City administration said in its report the proposed properties are located within the regional commercial district, and meet all required zoning regulations.

The reported also indicated the two proposed applications are for properties located on the same city block. 

“Administration does not believe this will have a significant adverse effect on the block or the character of the neighbourhood due to the large lot size of developments within this area of the city, and the fact that the two developments will not front the same street if they are both approved,” City Planner Ryan Mackrell said in his written report to council.

Land owners within a 75-meter radius of the proposals were advised of the applications in advance. The city didn’t receive any objections from the public to the locations for the proposed developments. 

Administration was in contact with both cannabis retail outlet lottery recipients for North Battleford for several weeks prior, according to the planner’s report. 

“Administration strongly feels that the proposed plans will safeguard the character of the neighbourhood, and that the purpose and intensity of this use is appropriate for the proposed property. At the time of writing this memorandum, no concerns have been expressed by the public or surrounding property owners,” Mackrell said in his report.

Mayor Ryan Bater confirmed the city passed the actual bylaw related to permitted-sites, based on council’s discretion, for the cannabis retail locations earlier in June.

“Those two businesses have now fulfilled their zoning requirements,” he said. “They are able to now do business in those locations; they have been approved by council. So the only regulations from government that they have going forward are from the federal and provincial levels of government.”

Recreational cannabis is expected to become legal in Canada in October.
